Returns the fixed-effect VCOV from the TMB sdreport, i.e., the inverse of
the negative Hessian at the MLE after Laplace-marginalizing the random
effects. Row/column names follow the optimizer's internal parameterization
(matching names(coef(object, type = "internal"))).
